H. M. Consul-General.
18th. day of July, 1913.
187
Kuangtung declares itself Independent of President Yuan Shih-k'ai.
Whereas Yuan Shih-k'ai has plotted rebellion against the Republic and destruction of our undivided harmony and whereas with- -in the last few days Kiangsi and other Provinces have announced that they no longer recognise him as President, now therefore the Provincial Assembly of Kuangtung have elected the undersigned as Tu Tu of Kuangtung and Commander-in-Chief of the T'ao Yuan Chun in the Province, the announcement being published on the 18th. July.
As regards the maintenance of order in Kuangtung, instructions have been telegraphed to every District without exception to protect those places resided in by foreigners, missionaries and chapels, their lives and property. It is earnestly hoped that future relations will be most cordial and that the benefit of the Consul-General's assistance will not be withheld- that so International friendship may be cultivated.
The above announcement is now being circulated and His Majesty's Consul-General is thereof informed and requested to communicate it to Consuls at the various Ports (under his Juris- -diction).
